The County of Santa Cruz in Northern California is one of the latest to adopt and implement the use of blockchain-based solutions at the government level.
At a meeting of the Board of Supervisors for the County of Santa Cruz on April 25, members unanimously decided to proceed with the implementation of the use of digital wallets for government departments and official documentation purposes.
According to the final consensus of the meeting, the white-label digital wallet powered by HUMBL will start a 3-phase pilot program starting in July 2023. Beta testers during the pilot period will be mobile users who want to access government services such as bike registration and RV parking registration.
Other potential pilots would be for park facility registration, volunteer hours tracking, over-the-counter building permit distribution, and pet licensing.
Zach Friend, a Santa Cruz County supervisor involved in the situation, said:
“We believe the value of digitizing paper records, records and services is an important step forward for the convenience of Santa Cruz County residents and improving equality and access for our community.”
After a successful pilot, the province plans to provide a formal report and rollout plan by September 2023.

The digital wallet project began to take shape in April 2022 after the Santa Cruz Board of Supervisors began a partnership with HUMBL on the digital wallet technology infrastructure needed to launch a pilot program.
As local officials push forward with plans for a digital wallet, an open discussion forum on the county’s website highlighted local residents’ concerns.
One such commentator, named Becky Seinbruner, asked to “suspend further action and progress” regarding digital wallet developments. Seinbruner expressed concern about “inappropriate use and sale of personal data” on the part of infrastructure provider HUMBL.
According to the official documents, during the trial period, local officials will assess whether users trust the underlying technology and understand what goes on “under the hood”.
